Obtainable from forging. To get Hakushin Ring blueprint, you need to finish all Sacred Sakura Cleansing Ritual world quest

Technically it’s reward from “Yougou Cleansing” quest but since you can’t start this quest without clearing previous 3 quest. Might include it here as well:

3. Cleansing Defilement
4. Yougou Cleansing
