Easiest way to get this achievement is by fighting Crackling Axe Mitachurl with lowest difficulty in Court of Flowing Sand domain. In the lowest tier, you will have to fight this mitachurl and some smaller hilichurl.

Defeat all smaller hilichurl, while running around and waiting until Thunder struck Crackling Axe Mitachurl. You can defeat this mob after getting this achievement.

You can also using Yashiori Island pre-cleared since that island have 24 hours thunderstorm. Just walk around until you find Crackling Axe Mitachurl. Taunt it until thunder struck, and so on.
