The Eleven Harbingers are the executive officers of The Fatuus or Fatui. All members of The Eleven Harbingers have their abilities boosted by Delusion.
In Genshin Impact main quest, we’ve met 3 members of Fatui Harbingers: Signora, Tartaglia, and Scaramouche. Yesterday, Hoyoverse release a new trailer which show all other members of Eleven Fatui Harbingers (Teyvat Chapter Interlude Teaser: A Winter Night’s Lazzo).

Pierro – The Jester
The very first member of Fatui. Based on Mocking Mask description,he failed to gain favor with the past ruler of an unknown country due to being less capable than the country’s sages, and could not stop them from doing something that tore away the “veil of sin,” which brought destruction to the country.
He have same eye as Kaeya and Dainsleif, and most likely the unknown country described above is Khanriah. So we can take conclusion that he is Khaenriah survivor just like Kaeya and Dainsleif.
Pierro also the man who recruit some members of Fatui Harbingers: Signora who previously known as Crimson Witch of Flames and Il Dottore who is known as mad scientist with his forbidden human experimentation.
Pulcinella – The Rooster
Scaramouche – Baladeer
Scaramouche, also known as Kunikuzushi or by his codename: Baladeer is No. 6 of Eleven Fatui Harbingers. He is first introduced during Unreconciled Stars event story.
In Inazuma, it’s revealed that he is prototype puppet of Raiden Shogun created by Raiden Ei. Raiden Ei then seal his power as divine creation and let him go to take control of his own life.
In the current story, he is missing with Raiden Ei gnosis. The Fatui also looking for him as explained by Tartaglia during Labyrinth Warriors event.
La Signora – The Fair Lady
Rosalyne-Kruzchka Lohefalter or mostly known by her codename La Signora was No. 8 of the Fatui Harbingers. She’s introduced in the end of Mondstadt story quest when she ambush and steal Gnosis from Venti.
La Signora was recruited by The Jester during her days as Crimson Witch of Flames as explained by Pale Flame Stainless Bloom Piece. In Inazuma story, she’s died in the hand of Raiden Shogun and confirmed dead by other harbingers in Teyvat Chapter Interlude Teaser: A Winter Night’s Lazzo video.

Pantalone – Regrator
No. 9 of Eleven Fatui Harbingers, the wealthiest of all harbingers and currently in charge of Snezhnaya economy policies.
He’s the one who booked the entire Goth Grand Hotel for the Fatui exclusive use, the one who sent Landa (Big Business world quest, retrieve missing Box of Goods Invoices) to Mondstadt, and interfering with new Tianshu selection during Yelan Story Quest.
Tartaglia – Childe
Tartaglia also know as Childe is the eleventh member of Fatui Harbingers. He’s introduced first time in Liyue Main quest then released as playable character.
Il Dottore – The Doctor
Il Dottore made his first appearance in Genshin Impact Manga which happen few years before current game timeline.
He’s mad scientist who conduct human experiment such as “planting” archon residue to a child (Collei is one of his experimentation subject but managed to flee) and turning one of his subordinate into mechanical creature similiar to Ruin Guard.

Arlecchino – The Knave
Arlecchino known to run orphanage in Snezhnaya called House of the Hearth and some children from the orphanage then raised as fatui agents. Her agents deployed in Inazuma as mentioned during Shuumatsuban Operations quest, and we’ve also met one of her agent: Katarina Snezhevna who is part of the Ninth Company with his brother, Nikolay Snezhevich.
