Artifacts are equippable items which will gave boost to your character depend on stats, rarity, and artifact upgrade level. Every artifact set have bonus set for 2 and 4 set artifact.
For early game, you don’t need to think too much about artifacts because literally you can just equip any artifacts with better stats than your previous one. But when you’ve reached Adventure Rank 30 or higher, you might want to start check your artifacts set. It’s stats, rarity, and of course upgrade level.
5 Pieces of Artifacts
There’s 30 artifact sets available ranged from 1 star to 5 star rarity. For every artifact set there’s 5 item available with each of the item have their own main stats (rng):

Choosing artifacts for your character depend on what kind of build that you want to make, your character element preferences, and role (dps, support, healer, etc).

Upgrading Artifacts in Genshin Impact
Max level upgrade for artifact depend on rarity. 4 star artifact can be upgraded up to +16 and 5 star artifact can be upgraded up to +20.
As for how to increase artifacts in genshin impact, you can upgrade it using “fodder” or any unused artifacts from lowest rarity to highest rarity. Of course, higher rarity will give more exp than lower one.
But this is RNG game so about which substats you will get entirely depend on your luck. Here’s all artifacts available in Genshin Impact categorized by their rarity:

Part 1 : Early Game – Min Rarity 
1, Max Rarity 3
Used for early game up to Adventure Rank 15-20, or until you’ve found artifacts with higher rarity. Obtainable from chest around Teyvat.

Part 2 : Dropped From Elite Enemy and Elite Boss – Min Rarity 3, Max Rarity 4
Used for pre-mid game, around Adventure Rank 20 until 25 when you’ve unlock weekly bosses for Gladiator Finale and Wanderer Set artifact if you are lucky.
But let’s be honest, you will ended up using this artifact set until you’ve reached Adventure Rank 40 when you can finally enter higher level domain for artifact farming.
Part 3 : Drop From Domain – Min Rarity , Max Rarity 4
Obtainable from domains as reward, mostly used for fodder to upgrade 5 star artifacts. Some artifacts of this category actually useful for support, for example: Gamber and Defenders Will set.
Part 4 : End Game – Min Rarity 4, Max Rarity 5
Endgame artifact, it’s recommended to use all your fragile resin to farm these artifact when you’ve finally reached Adventure Rank 45 since at that level you can run level 80 domain which guaranteed at least one 5 star artifacts.
