Pelageya Sergeyevna or Pela is 4 star Nihility character with Ice element. To me she have a bit resemblance to Dr. Mei from Honkai Impacr 3rd, so I like to think her as mini Dr. Mei.

Pela Build Guide
Pela have pretty unique kits among all characters in Honkai Star Rail. As Nihility character, she debuff enemy and her debuff with ultimate: Zone Suppression is inflicting Exposed effect which will reduce all enemy defense/defense shred.
This defense shred will definitely boost your team damage output, especially if you are using her as support for AoE damage character like Himeko, recently released Jing Yuan, or other hypercarry dps character like Yanqing and Seele.
Pela Light Cones
- Resolution Shines As Pearls of Sweat: When the wearer hits an enemy and if the hit enemy is not already Ensnared, then there is a 60/70/80/90/100% base chance to Ensnare the hit enemy. Ensnared enemies’ DEF decreases by 12/13/14/15/16% for 1 turn(s).
- Eyes of the Prey: Increases Effect Hit Rate of its wearer by 20/25/30/35/40% and increases DoT by 24/30/36/42/48%.
- We Will Meet Again: After the wearer uses Basic ATK or Skill, the wearer deals 48/60/72/84/96% of ATK as additional DMG to a random enemy that is attacked by abilities.
Relic Sets and Planar Ornament
First recommendation is Eagle of Twilight Line from Cavern of Corrosion: Path of Gelid Wind in Herta Space Station Storage Zone. Yes, it’s Wind DMG boost artifact set, but in this case ignore it’s 2 set bonus and focus more on 4 set bonus.

Other alternative is Thief of Shooting Meteor. I’m sure you have a lot of this relic lying around in your inventory, not many characters using this set which is good news for Pela.

Best Team for Pela
She is debuffer with defense shred skill, so she’s pretty good for any carry team especially with AoE damager. Here’s some example:
Jing Yuan Hypercarry
Running Jing Yuan as main dps with Bronya/Tingyun as buffer, Pela as debuffer, and Bailu or Natasha as healer.
Himeko Carry
Team with tank, debuffer, and buffer. You can replace Tingyun with Bronya if you have her.
Yanqing Freeze Team
Team with Yanqing as main dps, March 7th as shield and freeze support, Pela as debuffer, and healer/tank in last slot.
Hypercarry Seele
Hypercarry Seele team with Bronya/Tingyun as buffer, and Pela as debuffer. Replace one of the buffer with healer if you want to
Hypercarry Clara
Hypercarry team focuses on stacking as many ATK buff on Clara with both Tingyun and Bronya while reducing enemy defense with Pela. Her ultimate will be up pretty fast with Tingyun energy regen support as well.
